Allan Redimerio is an Associate Director in Standard & Poor’s (S&P) Corporate & Infrastructure Ratings. Based in Singapore, Redimerio covers a variety of sectors including telecommunications, utilities, oil & gas, real estate, consumer products, and gaming & lodging.
He is also S&P’s Asia-Pacific coordinator for Islamic finance and has been involved in analyzing various Sukuk structures. Prior to working in Corporate & Infrastructure Ratings, Redimerio worked in S&P’s Structured Finance Ratings for Asia Pacific.
Prior to joining S& P, Redimerio had close to 10 years of experience in corporate finance, investment banking and security analysis.
He holds a First Class Honors in Finance and Mathematics from the University of Technology Sydney, Australia and a masters in Applied Finance from Macquarie University of Australia.

Speaker Profile

Charlene Low is the Regional Head of Business Development, Asia for the FTSE Group. She is responsible for developing the group’s business in Southeast Asia and Hong Kong across FTSE’s suite of index and data solutions that support investment processes. Low is also an expert on Shariah-compliant indexing.

She graduated from the National University of Singapore with a Bachelor of Arts (Economics and Sociology) and has since held various roles in the financial services industry in both Asia and the USA. Low has typically been involved in developing new territories for data and financial services organizations such as Thomson Financial and Dun & Bradstreet.

Low has also held senior positions with Citibank Wealth Management and Money Ideas, a real estate investment corporation in the US.

She is also a fully certified Independent Financial Advisor (IFA) and is a Level 1 certified Chartered Financial Analyst (CFA).

John Yip has varied experience in equity, debt, mergers and acquisitions and Islamic investment banking, having been General Manager of regional corporate finance at RHB Securities — covering the Arabian Gulf region, a structured finance partner at The International Investor (a Kuwait based and Arabian Gulf focused Islamic investment bank) where he originated a Islamic finance scheme for the Saudi Arabia Export Fund Program.

At UOB Asia, he structured and arranged the first Islamic bonds issuance out of Singapore for Majlis Ugama Islam Singapura.

Yip was Managing Director of a boutique mergers and acquisition advisory firm, to originate, structure and place Shariah compliant strategic stakes in targeted companies in the East and Southeast Asia for acquisition by Arabian Gulf business interest.

He holds an undergraduate law degree from the National University of Singapore, a master’s degree in finance from University of Hull (UK), and postgraduate qualifications in Shariah law and Islamic banking and finance from the International Islamic University Malaysia.

Yip is a member of the Society of Technical Analysts (UK) and the Malaysian Bar. He is also an associate member of the Chartered Institute of Taxation Malaysia.

Robin Cheok is the Managing Partner of Cheok Advocates & Solicitors. He graduated from the University of Essex with an LLB Hons in 1993, and was called to the Bar of England & Wales and Brunei in 1995. Cheok was made a Commissioner for Oaths in Brunei in 2000 and has been in practice for the last 14 years.

In 2003, he entered the securities and finance scene and went on to pursue formal training in Islamic banking and finance through the Masters in Islamic Banking and Finance course at the University of Brunei Darussalam.

Cheok advises his clients in Brunei and abroad on the Islamic financial framework and regulations in Brunei.

Stephen Grundlingh is Regional Head: Southeast Asia and Country Head of Templeton Asset Management (Singapore). In this position, he is responsible for Franklin Templeton’s business activities across Southeast Asia.

He joined Franklin Templeton Investments in 1996 during which time he has held various positions within the firm. Prior to his relocation to Singapore in April 2006, he was head of Franklin Templeton's African business, based in Johannesburg, South Africa.

Before joining Franklin Templeton, Grundlingh worked for South Africa’s Department of Foreign Affairs, where he served in diplomatic posts in both London and New York between 1990 and 1996.

He graduated with a BA in Law and Politics from the University of Stellenbosch, South Africa.

Tai Boon Leong is presently Executive Director with the Managing Director’s Office, Monetary Authority of Singapore (MAS) undertaking special duties.

He joined MAS in 1986 as a Central Banking Officer after graduating from the National University of Singapore with an Honors degree in Engineering. In 1988, he was posted to the International Department (now re-named Reserve and Monetary Management Department) where he rose to the post of Director in charge of the Japan and US Fixed Income Divisions.

From 1999 to 2001, Tai was the MAS New York Representative. Upon returning to Singapore, he headed the Internal Audit Department and the Finance Department which oversees the Authority’s budget, financial accounts and reporting, safe custody and settlement, and financial risk management.

Tai is a Chartered Financial Analyst (CFA) and a member of the Singapore Society of Financial Analysts and the CFA Institute. In 2005, he was awarded the Public Administration Silver Medal.

Zarina Begam’s involvement in the financial industry began with the formation of Syarikat Takaful in 1996. Under the ambit of Keppel Insurance at that time, she expanded her practice as a Corporate Adviser and later moved into the independent financial advisory sector before settling with Phillip Securities.

She was Secretary and one of the key movers for the Financial Shariah Advisory Committee (FSAC) which was initiated by PERGAS in 2007. Currently she sits on the Islamic Financial Services Consultancy Unit (UKKI) in PERGAS.

Presently, Zarina is involved in the development of financial profit models for social enterprise & Corporate Social Responsibility (CSR) projects with PPIS (Singapore Muslim Women Association) where she serves as the Director for Resource Development.

Zarina graduated with a Bachelor of Economics (2nd Upper Honours) from the International Islamic University.

Alhami Mohd Abdan is presently the Head of International Finance & Capital Market at OCBC Al-Amin Bank.

He joined the investment banking division of OCBC Bank (Malaysia) in April 2004 and was responsible for the development of the bank’s Islamic capital market activities. Alhami was seconded to OCBC Al-Amin Bank in 2009 to spearhead the development of the regional Islamic finance business.

Prior to OCBC, he was with several other merchant/investment banks from 1994 onwards, in the areas of corporate banking, structured finance and capital market, where he was responsible for origination, structuring and execution functions for a variety of corporate funding and private debt and Islamic securities issuances.

As Business development director for Dow Jones Indexes, Ariff Sultan develops the index businesses for conventional and Islamic indices for Dow Jones and also business relationships with clients and prospects.

He has eight years of international experience in direct and channel sales of financial and banking solutions with several international software vendors, and has worked with banks in Asia Pacific, the Middle East and Australia. Ariff has a wealth of experience and knowledge in banking solutions from vendors, and is well-versed with the underlying technology and software architecture and design.

Ariff completed his Master in Business (IT) at RMIT University, Australia. He also has a degree in Islamic Banking and Finance from the International Islamic University Malaysia. He is a speaker at Islamic banking seminars and has presented papers on corporate reporting and accounting in Islamic finance as well as Islamic credit risk management.

Chan Cheh Shin has more than 16 years of experience in managing global fixed income mandates and foreign currency strategies.

During his tenure as Director of APS Komaba Asset Management and as Associate Director of DBS Asset Management — he headed the quantitative global credit research and investment division, and was responsible for global high yield and emerging management in the areas of credit research and investment as well as global high yield / emerging market investment.

Prior to that, Chan spent approximately five years in Standard Chartered Bank and Nomura Singapore in the areas of FX trading and exchange traded derivatives.

He graduated from the National University of Singapore with a degree in Chemical Engineering.

Hooman Sabeti-Rahmati is a consultant in Allen & Overy's Singapore office. He has extensive experience in Asia, the Middle East, Europe and the US in a wide range of capital markets transactions.

His particular expertise lies in securitizations, structured financings and Islamic financings, including Sukuk, ABS, structured products and funds.

Since working on the first global Sukuk for the Malaysian sovereign in 2002, Sabeti-Rahmati has advised on numerous precedent setting Islamic financings.

He was recently listed in International Financial Law Review's —World's Leading Islamic Finance Lawyers, and speaks frequently on Islamic law and finance at conferences and to the media. He is a member of the New York bar.

Kevin Chan joined BNP Paribas Investment Partners Malaysia in June 2008 as a Investment Specialist with the Structured, Indexed and Asset Allocation team focusing primarily on its Southeast Asian businesses.

Prior to that, Chan was the Head of Structured Investments at TA Securities Malaysia. He also previously worked with Merrill Lynch & Co in New York for more than seven years as a Treasury Analyst. His international experience includes stints at the World Bank, Asian Development Bank and other governmental and private agencies in Asia, Europe and Africa.

Chan has an MBA from Manchester Business School, and brings with him a total of 14 years of international experience in the financial sector.

Having obtained his Law Degree with Honors at the Antwerp University in Belgium, Paul Wouters began his practice as a lawyer focusing on financial regulations and corporate law.

For the past 10 years, Wouters has been in Istanbul, Turkey where he is presently counsel to the Bener Law Office. His interest in Islamic banking spurred him to obtain the Islamic Finance Qualification (IFQ) at the Securities and Investment Institute (SII) in London.

His articles are frequently published in newspapers and professional magazines. Wouters consults, lectures and writes on ethical and legal issues related to the Islamic finance sector.

Rafael Martinez Dalmau is Director, Emerging Markets and Islamic Investments at Fischer Francis Trees & Watts (FFTW). Prior to FFTW, he spent five years in the Middle East at Abu Dhabi Investment Authority as a Senior Portfolio Manager in the Treasury Department of Emerging Markets where he was responsible for developing the global emerging markets fixed income sector.

He has chalked up a wealth of experience in trading and portfolio management with a focus on Local Markets — Latin America at a number of institutions in New York including ABN Amro Bank in the Emerging Market Group, National Westminster Bank with the New York Treasury Branch, and Lehman Brothers for Fixed Income Sales and Trading Group.

Dalmau holds a BA in Business Administration from Dominican College, San Rafael, California (1986).

Wan Rizaidy has some 8 years of experience in both capital markets and Islamic finance ranging from regulatory bodies to international foreign banks. His area of focus is on Shariah compliant investment and financing products and services including Islamic hedging solutions.

Wan Rizaidy is a facilitator for the Graduate Islamic Finance Training Program by the Central Bank (FSTEP) and the SC (CMGTS). He is also a former member of various working committees for Islamic finance by the SC, Central Bank and the Islamic Financial Services Board (IFSB).

He successfully led the launching of the Electronic Reporting System “ERS-ELA” for Malaysian Capital Market Intermediaries (SC) and was involved in the structuring of a Shariah compliant Commodity Linked Investment & Liquidity Management in Australia.

Wan Rizaidy holds a Bachelor of Economics (Hons) degree from the International Islamic University Malaysia.

As Representative Director for Moody’s Investors Service Singapore (Moody’s), Christina Maynes heads Moody’s Singapore office and leads a multinational team of business development professionals responsible for corporate, financial services and structured finance ratings in Asia ex-Japan.

Since joining Moody’s in 2003, Maynes has been instrumental in expanding the firm’s rating coverage in the region. Most prominently, she played strategic roles in establishing its leading rating coverage for REITs in Singapore and its first public ratings for Vietnam and Cambodia.

She has spent much of her career in the Asia Pacific region, notably in Singapore and Indonesia. Before joining Moody’s she was a Vice President at DBS Bank. In this position, she structured and executed transactions related to the bank's strategies in bancassurance and information technology.

Her professional expertise further extends to project finance. Previously, she held senior positions at Banque Paribas in Singapore as well as Citicorp Securities in New York, from where she covered Latin America.

Maynes holds a Master of Public Policy from the University of Michigan (Ann Arbor) and a Bachelor of Arts from Cornell University (Cum Laude).

Chen Mee King is a Singapore-qualified lawyer with extensive experience in both conventional banking as well as Islamic finance. She is the primary Legal Counsel as well as Company Secretary of The Islamic Bank of Asia Limited. The Islamic Bank of Asia is the first full-fledge Islamic bank in Singapore, and is a joint venture between Singapore’s DBS Bank and more than 30 investors in the Middle East.

Ms Chen’s responsibilities at The Islamic Bank of Asia involve oversight of legal matters arising in connection with the Bank’s activities in South East Asia as well as its representative office in Bahrain, including oversight and coordination of activities of external legal counsel.

Masood Tirmizi has over 18 years of banking experience of which the last 12 in Capital Markets. A renowned asset and structured finance practitioner, Paul is also a specialist in transport-related matters. He has particular expertise in relation to the acquisition of aircraft portfolios and leasing companies. Paul was selected in 2009 as one of the leading lawyers in Islamic finance (transportation) by IFN (Islamic Finance News) and was also the lead lawyer on Euromoney's Airfinance Journal's most innovative transaction of the year 2008/2009 - financing of six aircraft for AirAsia Berhad through a complex Shariah compliant Ijarah-Mudarabah structure with equity from French investors (which is the first in the industry) Lead lawyer on the first Islamic financing of aircraft in South East Asia in 2007 by Kuwait Finance House for three aircraft for a leading airline in the region.

Mohammad Faiz Azmi is a Partner and Global Islamic Finance Leader at PricewaterhouseCoopers. He was educated in Malaysia and the UK. Mohd Faiz trained as an accountant with Touche Ross & Co London after being called to the English Bar.

He returned home to Malaysia in 1993 to join Pricewaterhouse. He was made Partner in 1996 and still remains as Senior Partner with the firm.

Andrew White is an Associate Professor in the School of Law at Singapore Management University (SMU). An experienced trial and transactional lawyer with nearly 30 years of experience, he teaches Islamic Law, Banking and Commerce at SMU.

His recent international appointments include — Senior Fellow at Melbourne Law School, Visiting Professor at the Faculty of Law at Universitas Islam Indonesia, the Harun M Hashim Law Centre, the International Islamic University Malaysia; and at the Faculty of Law at Gadjah Mada University (Indonesia).

White has acted as consultant to the US Department of State and the US Agency for International Development in areas of commercial law reform including Shariah, and other areas of commercial law in Afghanistan and Pakistan.

He is also an Adjudicator for Islamic financial disputes with the Singapore Financial Industry Disputes Resolution Centre and an Arbitrator with the Singapore International Arbitration Centre.

Mak Lye Mun is the Country Head of CIMB Group, Singapore and Chief Executive Officer of CIMB Bank, Singapore. Lye Mun joined CIMB following the acquisition of GK Goh Securities Pte Ltd in 2005. He joined GK Goh Securities Pte Ltd in 2002 where he served as the Head of Corporate Finance. He was appointed Chief Executive Officer of CIMB Bank, Singapore in August 2008 and assumed the position of Country Head of CIMB Group, Singapore in January 2009. He is also the Head of Corporate Client Solutions Division in Singapore and Hong Kong, and a director of CIMB-GK Securities Pte Ltd.

Prior to joining CIMB, Lye Mun was Head of the Mergers & Acquisitions Advisory Department at the then Development Bank of Singapore (now DBS Bank Ltd). He had held various senior positions in the corporate finance divisions at Vickers Ballas & Co. Pte Ltd, Ernst & Young, Oversea-Chinese Banking Corporation Limited and Citicorp Investment Bank (Singapore) Limited. He also holds non-executive directorships in Boardroom Limited and Tat Hong Holdings Ltd.

Lye Mun holds a Bachelor of Civil Engineering Degree (1st Class Honours) from the University of Malaya, Malaysia and a Master of Business Administration Degree from the University of Texas at Austin, USA. He is also a Charterholder of CFA Singapore.

Sazali Baharom is the Country Manager of CIMB Islamic and CIMB Bank’s Singapore branch. He has managed Sukuk and Islamic corporate banking deals for public listed companies, foreign companies and statutory boards in Singapore.

Of particular note, was Sazali’s involvement in the setting up of Singapore's first SG$1 billion (US$714 million) Islamic trust certificate program (Islamic MTN) for City Developments in 2008 and 2009. He was also involved in the city-state’s maiden corporate Sukuk issue of SG$100 million for City Developments. This deal was awarded the Debt Market Deal of the Year by BMW Asia ALB SE Asia Law Awards 2009.

Prior to joining CIMB, Sazali was with OCBC Bank, Singapore where he had stints in several departments — Community and Consumer Lending, Consumer Portfolio Management, Community Banking, Secured Lending, and Wealth Management. Sazali also handled Islamic products while at OCBC.

He graduated from the Nanyang Technological University, Singapore with a Bachelor of Business (Banking and Accountancy).

Raja Teh is the global head of Islamic capital markets of Bursa Malaysia and has over 18 years banking experience, focusing on investment banking and Islamic finance. Prior to joining Bursa Malaysia, Raja Teh was the chief corporate officer and head of international business at Kuwait Finance House (Malaysia), where she was responsible for the bank’s regional expansion and establishment of the Singapore and Australian offices.

Prior to that, she was CEO of UIB Capital (a wholly owned subsidiary of Unicorn Investment Bank, Bahrain). She also served at RHB Sakura Merchant Bankers (where she was responsible for the establishment of the investment banking division), CIMB, Pengurusan Danaharta (Malaysia’s national asset management agency tasked to restructure the banking sector following the Asian financial crisis) and KPMG Peat Marwick Consultants.

Roslinda Ahmad is the Head of Debt Capital Markets & Syndication at CIMB Islamic. She holds a Bachelor of Science in Business Administration (Finance) from University of the Pacific, California, USA as well as an MBA from the University of Miami, Florida, USA.

She has about six years of experience in Islamic finance and 10 years of experience in equity markets. She has handled various Islamic financing deals worth more than RM50 billion (US$15 billion) over the last few years.

The recent significant deals she was involved in include — Petroliam Nasional’s (Petronas) US$1.5 billion trust certificates, City Developments’ SG$1 billion (US$715 million) multi currency Islamic trust certificate program and Pengurusan Aset Air’s RM20 billion (US$6.14 billion) Islamic commercial paper and Islamic medium term note program.

Professor Michael Furmston is an internationally–acknowledged authority on contract and commercial law. The author of the leading textbook Cheshire Fifoot & Furmston on Contract (15th edition 2006) and Editor of the Construction Law Reports since 1985, his published work extends to 18 books and many articles, chapters and other contributions. An eminent academic, he has taught at Oxford, where he was a Fellow of Lincoln College, and at Bristol, where he was Dean of the Faculty of Law and Pro Vice Chancellor. He has also been named as one of the “Ten Great Law Teachers” in the UK by the London Times in October 2007.

Professor Furmston was called to the English Bar in 1960 (Gray’s Inn) and has been a Bencher of Gray’s Inn since 1989. He appeared in the House of Lords in Ruxley Electronics and Construction v Forsyth on the measure of damages for defective construction and has acted as consultant to many clients, owners, contractors and consultants on commercial and construction law.

Devan is the Director of Debt Capital Markets for CIMB Bank (Singapore), he is responsible for bond/Sukuk product origination and structuring in Singapore, Indonesia and Hong Kong for CIMB Group Treasury.

He has 18 years of experience in the Asian equity, debt and derivative capital markets with positions in Smith New Court/Merrill Lynch (UK), CS First Boston (UK/USA), HSBC (HK/Singapore/Indonesia) and Arab-Malaysian Investment Bank (Malaysia) before joining CIMB Investment Bank in Malaysia.

Devan holds a Bachelor of Engineering (Hons) degree in Civil Engineering from Imperial College, London (UK) and a Masters in Business Administration from The Henley Management College (UK).

During his career, Devan has led the execution of significant Islamic financing transactions in the region, including the first Ijarah Trust Certificates financing by a Singaporean corporate under the SG$1 billion (U$715 million) Islamic Trust Certificates Program for CityDev Nadah (SPV of City Developments).
