About the IFN Indonesia Dialogues 2025

Nobody can ignore the phenomenal Islamic finance potential Indonesia holds. The sheer size of the world’s largest Muslim nation has been attracting global attention and the Republic is adeptly harnessing its latent potential, with an impressive top-down approach rivaling the most sophisticated Islamic finance markets, mobilizing resources at a rate not seen anywhere else.

With the President of the Republic at the helm of the National Islamic Finance Committee, numerous new policies and measures have been introduced to catapult itself to become a global center for Islamic finance and the Halal economy.

We are excited to return to Jakarta this year with the highly acclaimed IFN Dialogues Series. The high-level IFN Indonesia Dialogues adopts a targeted approach to identify gaps and opportunities in the market to determine the best way forward for Indonesia to further internationalize its capabilities with the help of local leaders and international experts.

Dr Arief Wibisono is the Assistant of the Minister for Financial Services and Capital Markets. Dr Arief earned his Bachelor’s degree in Law from Dipenogoro University (1992). Then, he earned a Master of Laws degree in Banking and Financial Law from the School of Law, Boston University, US (2000). In 2014, he earned his Doctorate in Law from the University of Indonesia (2014). He started his career at the Ministry of Finance in 1993. He has previously served as the Head of Division of the Financial Sector and Agreements Laws at the Bureau of Legal Affairs (2008-11) and Head of Division of Governance I at the Bureau of Organization and Governance (2011-17), among other positions. In December 2019, he officially became the adviser to the Secretariat-General for State Asset Management Affairs and was appointed as the Head of the Bureau of Legal Affairs, Secretariat-General Ministry of Finance on the 12th March 2021. On the 17th March 2023, he was assigned to his current position.

Abdul Rahmat is a seasoned financial sector expert with over 25 years of experience in regulatory and market development roles. He currently serves as Executive Analyst at the Directorate of Capital Market and Sharia Capital Market Development at Indonesia’s Financial Services Authority (Otoritas Jasa Keuangan – OJK), where he contributes to the strategic growth of both conventional and Shariah capital markets. Rahmat began his career in 1996 at Bapepam-LK under the Ministry of Finance, before transitioning to OJK in 2013. Over the years, he has held several pivotal roles including Sub-Division Head of General Insurance and Reinsurance Supervision, Division Head of Insurance and BPJS Statistics and Deputy Director overseeing Non-Bank Financial Industry Support Services. He holds a Master’s degree in Accounting and Finance from the University of Adelaide, a Bachelor’s degree in Accounting from STIE Indonesia and a Diploma in Accounting from the State College of Accountancy. Abdul is widely recognized for his contributions to financial supervision, market infrastructure and regulatory innovation in Indonesia’s evolving financial landscape.

Abdullah is a seasoned policy analyst and real estate professional with a strong background in public asset management and valuation. He currently serves at the Directorate-General of State Assets Management, Ministry of Finance of the Republic of Indonesia, where he leads strategic initiatives aimed at improving valuation policies and enhancing national property transparency. His leadership has been pivotal in developing a standardized CBD valuation framework and contributing to the National Valuation Information System.

Abdullah holds a Master of Professional Studies in Real Estate from Cornell University, where his thesis focused on enhancing Indonesia’s REIT structure through comparative analysis with global models. He also served as a graduate teaching assistant in real estate finance and development, and was part of the award-winning team in the 2024 ARGUS University Challenge.

Abdullah began his career in asset and financial management, developing expertise in government budgeting, procurement and financial reporting. He earned his Bachelor of Applied Science in Accounting with a minor in Asset Management from State Finance Polytechnic STAN. Additionally, with technical skills spanning real estate modeling, statistical analysis and GIS, Abdullah brings analytical depth and practical experience to his work. He is passionate about leveraging public finance and property policy to drive sustainable development.

Arief Subekti is a highly accomplished corporate banker with over two decades of distinguished experience in corporate, project, and sharia finance. He currently serves as Executive Vice President – Head of Sharia Business Division at PT Sarana Multi Infrastruktur (Persero), where he is entrusted with leading the company’s sharia financing strategy and delivering landmark transactions that contribute to Indonesia’s infrastructure and economic development. Throughout his career, Arief has held senior leadership positions at prominent financial institutions, including Maybank Indonesia, Bank of Tokyo-Mitsubishi UFJ, ANZ Indonesia, Bank Mandiri, and Bank BNI. He has successfully originated and executed some of the country’s most notable transactions, including Indonesia’s largest sharia syndication, strategic ECA financings, and milestone M&A deals.

Banjaran Surya Indrastomo is a prominent Indonesian academic and economist specialising in Islamic economics and finance. He currently serves as the Chief Economist at PT Bank Syariah Indonesia Tbk, the country’s largest Islamic bank, where he leads strategic research and policy development initiatives. In academia, Banjaran is a lecturer and senior researcher in the Islamic Economics program at the Faculty of Economics and Business, University of Indonesia. With a strong academic foundation, including a Ph.D. in Islamic Economics and Finance and M.A. in Islamic Finance from Durham University, Banjaran possesses in-depth knowledge of various issues in Islamic economics and finance. Beyond academia and banking sector, Banjaran has contributed to policy development as a Vice Chairman the Indonesia Islamic Economy Board, a division of the Indonesian Chamber of Commerce and Industry (KADIN). Dr Fadlul Imansyah has been the CEO of the Indonesian Hajj Fund Management Agency (known as BPKH) since 2022. He holds a Master’s and Bachelor’s degrees in Management from the University of Indonesia. He is also currently pursuing a PhD in Public Health. Dr Fadlul has been a Certified Islamic Financial Professional from INCEIF Malaysia since 2016 and has a remarkable career spanning over 24 years in the financial industry in both private and governmental sectors. He started his career in the financial industry in 1999 and later served as a Deputy Director of Treasury and Investment at the Government Social Security Agency in Healthcare from 2017 to 2019 continuing his career as the Director of Shariah and Fixed Income at Principal Asset Management Indonesia from 2019 to 2022. He also served as Chief Investment Officer at Avrist Asset Management in 2022 and is a Lecturer at the Faculty of Economics, University of Indonesia until present.

Dr Hurriyah El Islamy is the CEO and founder of the company HGC Firm. She previously served as an Executive Board Member of Badan Pengelola Keuangan Haji, an independent sovereign agency empowered by law to manage the Indonesian Hajj pilgrim funds. She was named as one of the most active Islamic finance activists by Bank Indonesia and has global experience in Islamic finance, having served as the director for CIMB Group, responsible for all its Islamic businesses.

After serving Kuwait Finance House Bahrain as the Head of its Compliance and Anti-Money Laundering Department and as its legal counsel, Dr Hurriyah assumed the role as the Director of Capinnova Investment Bank, an Islamic investment arm of the Bank of Bahrain and Kuwait.

Dr Hurriyah remains active in the Islamic finance industry; she is the Islamic finance adviser to the Astana International Finance Centre, a board member and strategic adviser to Islamic Fintech Alliance and is also listed as an International Monetary Fund expert in Islamic finance and capital markets. She has a Bachelor of Laws (Hons) degree, a Master’s degree in Corporate Law and a PhD.

Imam Teguh Saptono holds a Bachelor Degree of Social Economic from Bogor Agriculture University (1992), Magister Management in Agribusiness from Bogor Agriculture University (1994) and Doctoral Program in Management and Business from Bogor Agriculture University (2011).

He is known as a professional with more than 24 years of experiences in the financial industry. His career began in 1998 at BNI Conventional, played a pivotal role in capital markets, mergers, and the IPO process for BNI. In 2010 he was Risk and Compliance Managing Director in PT Bank BNI Syariah and continuing his career in PT Bank BNI Syariah until 2017 he was promoted as a President Director.

Imam is a visionary leader with significant contributions to the development of Islamic banking and waqf in Indonesia, blending financial expertise with social responsibility. Entered the philanthropy sector, focusing on waqf development. Currently serves as Chairman of the Indonesian Waqf Board (BWI) in 2017 – 2024.

Madjid Abdillah is a finance professional with strong expertise in Islamic finance, investor relations, and capital markets. He graduated from Universitas Brawijaya with a degree in Accounting from the International Class Program, Faculty of Economics and Business.

Madjid currently serves as Head of Investor Relations at PT Dana Syariah Indonesia, a leading Sharia-compliant fintech lending platform in Indonesia. In this role, he is responsible for managing investor engagement and ensuring transparent communication with stakeholders.

He began his career as a Credit Analyst at PEFINDO, Indonesia’s credit rating agency. He then advanced his experience in the capital market and infrastructure financing sectors through key roles at Danareksa Sekuritas and PT Sarana Multi Infrastruktur (SMI).

Prior to joining Dana Syariah, Madjid worked at PT Samudera Indonesia, where he played an instrumental role in structuring and issuing a Rp 2 trillion Islamic bond (sukuk)—a milestone in the company’s Sharia-based funding strategy.

He also serves as the CEO and Founder of Akhlaq Capital, a Shariah compliant real estate fund. Mohammed has over 17 years of experience in the real estate industry, specializing in investment and development acquisition, project management and affordable housing. He holds a BSc in Geography with Business and an MSc in International Real Estate and Planning from University College London. Under Mohammed’s leadership, MRP Premier Group advises a diverse clientele, including private and public sector organizations, on a wide range of real estate projects. The firm has a strong focus on inward investment into the UK and outbound investment for its global network of high-net-worth individuals, primarily from the Middle East and Far East. Mohammed founded Akhlaq Capital to provide ethical and Shariah compliant investment opportunities in the real estate market. Murniati Mukhlisin is the Founder and CEO of Sakinah Finance, and a professor at Tazkia University in Bogor, Indonesia, where she formerly served as Rector. With deep expertise in Islamic accounting, she holds degrees from International Islamic University Malaysia (Bachelor), University of Indonesia (Master), University of Glasgow, UK (PhD), and a second PhD in Al-Qur’an and Tafseer from PTIQ University, Indonesia. Her professional journey includes diverse roles in banking, IT, and consultancy, with experience at institutions such as Unibank Jakarta, Ernst & Young Kuala Lumpur, ANSI Sdn. Bhd and LPPM Tazkia. She has also been affiliated with the University of Glasgow and served as a lecturer and researcher at the University of Essex in the UK. Through Sakinah Finance, she has championed Islamic financial literacy worldwide, delivering talk shows, training, and consultancy across more than 22 countries, reaching close to 100,000 individuals, including over 8,000 people with disabilities, and collaborating with numerous institutions. Her mission is to integrate shariah principles into everyday financial practices, making Islamic finance and economics more accessible, inclusive, and family-friendly around the world.

Dr Nurhastuty Kesumo Wardhani is a prominent academic, author and finance expert with a PhD in Finance from the University of Queensland and is an alumna of INCEIF. She is widely recognized for her expertise in strategic management, Islamic finance and accounting. Her published works include Think Strategy, The Power of Dreams, Discovering Knowledge and Kaya dan Berkah dengan Perencanaan Keuangan Syariah, which cater to a broad spectrum of businesses– from SMEs to large corporations. She is currently authoring her fourth book, focused on sustainability.

Dr Nurhastuty’s work emphasizes empowering businesses through innovative strategies, particularly at the nexus of finance and sustainability. She serves as the Chairman of INSPIRE in Jakarta and is actively involved in establishing Bank Wakaf Mikro in collaboration with enterprise partners. In academia, she holds the position of Secretary for the Master of Accounting program and has been named one of the Top 100 Economists in Indonesia.

Nyimas Rohmah holds a Bachelor’s degree in Agribusiness from Bogor Agricultural University, Indonesia (2000) and a Master’s degree in Finance from the International Islamic University Malaysia (2006).

Her passion for Islamic banking began early in her career. She joined Bank Indonesia in 2001 and was among the pioneering team members of the Islamic Banking Bureau, established in 1999. In 2016, she was appointed Deputy Director of Islamic Banking Regulation at the Indonesian Financial Services Authority (Otoritas Jasa Keuangan – OJK), and in 2021, she was promoted to Director of Islamic Banking Regulation and Licensing. In this role, she continues to lead efforts in advancing the development of Islamic banking in Indonesia.

Nyimas is actively involved in global initiatives related to Islamic finance. Since 2021, she has served as a member of the IFSB Technical Committee, which is responsible for providing input on the development of standards and working papers for IFSB research. She is also part of several IFSB working groups including the team that developed the Revised Capital Adequacy Standard for the Islamic banking sector (2021) and the current Guidance Note on the Regulation and Supervision of Climate-related Financial Risks for Islamic Financial Institutions – Banking Segment.

Bilal Parvaiz started his career with Standard Chartered in 2010 as part of the Group Islamic Banking team based in United Arab Emirates, where he was responsible for the Bank’s Structured Trade and Transaction Banking business across the Gulf Cooperation Council (GCC) and South Asian markets.
He joined Standard Chartered Saadiq Malaysia in 2014 and led the Islamic Corporate and Investment Banking (CIB) team, driving regional coverage across the ASEAN markets including Malaysia, Brunei, Singapore and Indonesia.

Bilal was appointed Chief Executive Officer of Standard Chartered Saadiq Malaysia on 15 March 2024 and is now steering the Bank’s Islamic banking business in Malaysia to greater heights by strengthening Saadiq’s leading position in the Islamic banking arena.

Bilal has played an instrumental role in originating landmark transactions across the GCC, South Asia and ASEAN, including market firsts such as the world’s first ESG Islamic Collateralised Commodity Murabahah transaction and Sustainable Islamic Supplier Finance. Bilal most notably spearheaded the Halal360 initiative, a key proposition that aims to expand the Halal eco-system globally.

The Islamic Corporation for the Development of the Private Sector (ICD) is a multilateral development financial institution and is part of the Islamic Development Bank (IDB) Group.

The ICD was established in November 1999 to support the economic development of its member countries through the provision of finance for private sector projects, promoting competition and entrepreneurship, providing advisory services to governments and private companies and encouraging cross-border investments.

The ICD has an authorized capital of US$4 billion. Currently, the shareholders of the ICD are the IDB (50%), 53 Islamic countries (30%) and five public financial institutions (20%).

ICD mandate and objectives

The ICD fosters sustainable economic growth in its 53 member countries by:

  • Financing private sector investment
  • Mobilizing capital in the international financial markets, and
  • Providing advisory services to business and governments.

The ICD selects the financing projects based on their contribution to economic development considering factors such as job creation, Islamic finance development, contribution to exports, etc. The ICD also provides advisory services to governments and private sector groups on policies designed to encourage the establishment, expansion and modernization of private enterprises, the development of capital markets, best management practices and to enhance the role of the market economy. The ICD operates to complement the activities of the IDB in member countries.

The ICD is rated ‘AA/FQ’ by Fitch Ratings, ‘Aa3/P-1’ by Moody’s Investors Service and ‘A+’ by Standard & Poor’s.

The International Islamic Liquidity Management Corporation (IILM) is an international organization established on the 25th October 2010 by central banks, monetary authorities and multilateral organizations to develop and issue short-term Shariah compliant financial instruments to facilitate effective cross-border liquidity management for institutions that offer Islamic financial services.

The current members of the IILM Governing Board are the central banks and monetary agencies of Indonesia, Kuwait, Malaysia, Mauritius, Nigeria, Qatar, Turkiye and the UAE as well as the multilateral Islamic Corporation for the Development of the Private Sector.

Membership of the IILM is open to central banks, monetary authorities, financial regulatory authorities or government ministries and agencies that have regulatory oversight of finance or trade and commerce as well as multilateral organizations.

The IILM is headquartered in Kuala Lumpur, Malaysia.

Sarana Multi Infrastruktur (SMI) was established on the 26th February 2009 as a state-owned enterprise under the coordination of the Ministry of Finance. As a catalyst for the acceleration of national development, SMI runs its business through three pillars, which are (1) funding and investment — financing for infrastructure projects, (2) advisory services — solutions to the needs of professionals and experts in the infrastructure sector, and (3) project development — assistance for a government contracting agency in preparing public–private partnership project schemes.

SMI has various functions and unique features to support the acceleration of national development, not only through conventional financing products but also through Shariah financing products. In 2017, SMI introduced and established a Shariah business unit to accommodate Shariah financing and investment needs, as well as Shariah consultation services, to build a Shariah ecosystem within the financial industry that focuses on infrastructure and national development.
