Charles is a senior professional in the F&PS sector. He retired as a Senior Partner of PwC in September 2020 after a 37-year career with the firm. Charles continues working with PwC, in an advisory capacity, on a part-time basis. Alongside this, Charles holds a number of roles including as director and trustee.

Charles joined PwC in 1983 and throughout his career with the firm specialized in delivering audit, assurance and capital market transactions services to listed companies. He led the PwC business responsible for serving the firm’s larger listed audit clients. Other roles included Sponsor Partner for the firm’s Building Public Trust program, Non-Executive representative for the UK’s Tax practice and Lead Partner of the UK firm’s Senior Networking Programme. Outside of PwC, he has served as the Chairman of the Audit and Assurance Faculty of the ICAEW, a Member of its governing body and Chairman of the Audit Quality Forum. Charles has also served as a Magistrate, a Member of the Advisory Counsel for the Prince of Wales’ Accounting for Sustainability project, Adviser to the Mansion House Scholarship Scheme and a Governor of an academy primary school in Hackney.

Charles is a Liveryman and Court Member of the Worshipful Company of Grocers and a Liveryman of the Worshipful Company of Chartered Accountants in England & Wales.

Elected as an Alderman in May 2013, he served as Sheriff of the City of London in 2015/16 and as the 690th Lord Mayor of London in 2017/18. His mayoral theme was ‘The Business of Trust’.

Stella Cox CBE, FCSI (Hon) has worked within the Islamic financial marketplace for more than thirty years.‎ Since 1998, she has been the Managing Director of DDCAP Group, which is a leading provider of capital market intermediary services and related technology solutions to Islamic financial market institutions. Stella has, since 2015, been a member of the Board of Trustees of the RFI Foundation, which acts as a catalyst to link together responsible & Islamic finance, and she represents DDCAP within the Islamic Finance and the UN SDGs taskforce, the inaugural meeting of which took place in July 2020, convened by the Islamic Finance Council UK in partnership with the UK government. Since 2014, Stella has been Chair of the Islamic Finance Market Advisory Group formed by TheCityUK. In June 2016, Stella was appointed a Commander of the Order of the British Empire (CBE), and was honored for her services to the economy and, specifically, as a champion for the development of Islamic Finance in the UK. ‎In July 2019, Stella became a Freeman of the City of London and, in 2024, she was awarded the Honorary Fellowship of the Chartered Institute for Securities & Investment by its Board of Trustees.

Ahsan is responsible for Islamic Corporate & Investment Banking globally at Standard Chartered Saadiq, the Bank’s Islamic banking arm. In this role, he oversees the delivery of Islamic banking services to the bank’s clients across multiple geographies and products including financial markets, global credit markets and transaction banking.

Since joining Standard Chartered Bank in March 2004, Ahsan has played a key role in building the bank’s Islamic business from inception and has led several award-winning and industry-defining deals.

Ahsan has 31 years of experience in the financial services industry of which the last 20 years have been in Islamic banking. Prior to joining Standard Chartered, he worked at Citi.

Ahsan holds an MBA from the Indian Institute of Management, Calcutta and a degree in Mechanical Engineering from the Indian Institute of Technology, Delhi.

Arshadur Rahman is a Senior Manager in the Bank of England’s Data and Statistics Division and is the bank’s specialist in Islamic finance. He was a Co-Author of the Financial Services Authority of the UK’s 2007 regulatory paper on Islamic finance and has previously supervised Islamic banks in the UK.

Arshadur also led the design and implementation of the Bank of England’s Alternative Liquidity Facility, the first non-interest-based central bank deposit facility established by a Western central bank which launched in 2021. He is a visiting Research Fellow in Islamic Finance at King’s Business School in London.

Bashar Al-Natoor, as the Global Head of Fitch Ratings’s Islamic Finance, is responsible for coordinating all Islamic finance activities across the agency’s sovereign, financial institutions, corporate, structured finance, infrastructure and insurance teams, bringing together dedicated analytical and industry expertise into a centralized and focused Islamic finance group.

Bashar has more than 19 years of experience in the Islamic finance market. Since joining Fitch in 2007, he has overseen Fitch’s Sukuk criteria and Islamic finance practices, undertaken research and written numerous published articles on Islamic finance. He joined Fitch as a Director in the EMEA Corporates Group based in Dubai and was responsible for analyzing EMEA (Europe, Middle East and Africa) issuers, with a focus on Middle Eastern and Turkish issuers in the construction, property and telecommunication sectors.

Prior to joining Fitch, Bashar spent seven years at the IsDB in key roles including Investment Officer in the Treasury Department; Senior Credit Analyst in Risk Management; and Senior Technical Assistant to the Vice-President of Finance and Administration. Before working with the IsDB, he was a Senior Auditor for four years in Arthur Andersen.

Bashar graduated with a Master of Science in Banking and Financial Studies from the Arab Academy for Banking and Financial Sciences and a Bachelor of Science in Finance and Banking from Al-Ahliyya Amman University. He is a Certified Bank Auditor, Certified Risk Professional, Chartered Market Analyst and Certified Risk Analyst.

Bilal Mahmood is the first Convenor of the City Muslim Network. He is a senior banking and finance solicitor who has worked in and around the Square Mile at law firms and banks for 18 years. Committed to narrowing inequality, he’s previously set up social mobility mentoring programmes throughout London to empower young aspiring solicitors from disadvantaged backgrounds. Bilal is also a policy board advisor at the new think tank, the Future Governance Forum.

Danesh Mahadeva was appointed Chief Financial Officer of Gatehouse Bank in July 2017. He began his career at the bank as Vice-President, Head of Finance in September 2013 and was responsible for managing the finance function. He has been an active member of key governing committees of the Bank and has worked closely with the board in developing the bank’s strategy and financial planning. Prior to joining the Bank, Danesh’s previous roles have included working for Barclays Bank across financial and product control and Ernst & Young specializing in audit in the banking and capital markets division. Danesh graduated with a BSc in Management Sciences from the London School of Economics and Political Science and is a Member of the Institute of Chartered Accountants for England & Wales.

Lawrence Oliver is a Director and Deputy CEO of DDCAP and its subsidiaries, DD&Co Limited and DDGI Limited. Lawrence has worked in the Islamic finance market for more than twenty-five years. He joined DDCAP in April 1998. Previously, he was a member of the team responsible for the Islamic Finance and Investment activity at Kleinwort Benson Limited. Lawrence is responsible for the company’s Business Development and Trading Desk including the evolvement and placement of its fintech solutions and has extensive experience of arranging asset-based transactions, which conform to Sharia stipulation. He specialises in Sharia compliant structured finance and asset origination. His broad knowledge of the physical commodity sector has enabled him to evolve the traditional merchant trading capabilities of DD&Co Limited for the benefit of institutional clients operating within the Islamic financial sector.

Lawrence is a member of the advisory board of CDIT, an initiative launched in September 2018 by the Responsible Finance & Investment Foundation (RFI) with the aim of improving transparency and accountability in the responsible finance industry. In 2021, Lawrence was invited by AAOIFI to join the AAOIFI Governance and Ethics committee’s Commodity Murabaha working group.  Lawrence is a regular speaker at many annual Islamic conferences held in the GCC, Southeast Asia and Europe.

He is also Founder of Berkeley Trading, which has generated over USD120 million in Islamic trade finance revenue annually and Co-Founder of RibhAI, the first global fine-tuned LLM trained purely on Islamic principles. Mike Rainey is an English qualified Banking and Investment Finance Partner based in our Dubai office. Mike acts for borrowers and lenders on an array of sophisticated equity, loan and bond financings across the UAE, Saudi Arabia, GCC and EMEA markets. Dr Mohamed Damak is a Senior Director of Financial Services at S&P Global Ratings, covering financial institutions in the Middle East and Africa. He is also the Global Head of Islamic Finance at the rating agency, leading a global team of Islamic finance analysts.

Dr Mohamed has worked for S&P Global Ratings from 2006 to 2010, covering conventional and Islamic financial institutions in MENA. He then worked as a Principal Credit Risk Officer for the African Development Bank in Tunis before rejoining S&P Global Ratings.

Holding a PhD in Finance and a Master’s degree in Money, Banking and Finance from Universite Paris-Pantheon-Assas, Dr Mohamed also has a Master’s degree in Financial Institutions Management from Ecole Superieure de Commerce de Tunis.

Mohammed Paracha is a banking and finance lawyer based in Dubai where he is Head of Middle East, as well as Head of the Islamic Finance practice for the Middle East and Africa. Mohammed has been active in the Middle East for over 20 years, having worked in the London and Bahrain offices before moving to Dubai in 2011. He became Head of Middle East practice in January 2021. In 2025, Mohammed graduated as a Shariah scholar, reflecting his deep knowledge of Islamic financial products and law and an ability to connect modern finance with Islamic legal principles. His practice focuses on all types of Islamic finance covering a wide range of asset types, investment classes and industrial sectors. With a background in asset and project finance, Mohammed advises on Shariah compliant asset finance, trade finance, real estate finance and project financings. He also advises on the structuring of Islamically acceptable investment funds and has advised on the establishment of new Islamic financial institutions in various countries. Mohammed has strong relationships with many of the internationally renowned Shariah scholars and is a regular speaker at conferences and seminars on Islamic finance topics. Mohammed Saifullah has over two decades of multidisciplinary experience in Islamic banking and the legal industry. As the founding CEO of Ebdaa Islamic Finance Consultancy, he continues to drive innovation and excellence in Shariah compliant financial services.

He has served as the CEO of Dar Al Sharia, a subsidiary of Dubai Islamic Bank. His expertise encompasses structuring and documenting landmark Islamic finance products including Sukuk, Islamic funds, Islamic syndications (project finance), Islamic swaps, Islamic trusts, corporate and retail Islamic products as well in Shariah compliance and governance.

Richard Thomas (OBE, FCSI) is the managing director of Sustainable Economy Limited (SEL), his own think tank and consultancy based on his experiences in Islamic finance and economics. Richard has over 40 years of experience working in direct Shariah compliant banking and investment management and his current work is related to Shariah compliant infrastructure investment.

Prior to SEL, Richard was the chairman and CEO of Gatehouse Bank. In 2010, Richard received his Order of the British Empire (OBE) in recognition of his contributions to the UK Islamic financial services industry. Richard’s principal employers prior to Gatehouse Bank were Saudi International Bank, United Bank of Kuwait, Arab Banking Corporation and Brown Shipley Merchant Bank.

He joined DDCAP in April 1998. Previously, he was a member of the team responsible for the Islamic Finance and Investment activity at Kleinwort Benson Limited. Lawrence is responsible for the company’s Business Development and Trading Desk including the evolvement and placement of its fintech solutions and has extensive experience of arranging asset-based transactions, which conform to Sharia stipulation. He specialises in Sharia compliant structured finance and asset origination. Dr. Marjan Muhammad is the Deputy President Research at ISRA Institute, INCEIF University. She was previously the Director of Research Affairs Department at ISRA from 2013-2017. She is currently a member of the Shariah Advisory Council of Bank Negara Malaysia (BNM) effective from 1 November 2019 and a member of the Shariah Advisory Council of Securities Commission Malaysia (SC) effective from 1 July 2023. Prior to that, she was a member of Shariah Committee at a few local Islamic banks. Dr Mohammed holds a Master’s degree in international political economy from the University of Kent, UK and a Master’s degree in development management from Westminster Business School, UK. The Islamic Corporation for the Development of the Private Sector (ICD) is a multilateral development financial institution and is part of the Islamic Development Bank (IDB) Group.

The ICD was established in November 1999 to support the economic development of its member countries through the provision of finance for private sector projects, promoting competition and entrepreneurship, providing advisory services to governments and private companies and encouraging cross-border investments.

The ICD has an authorized capital of US$4 billion. Currently, the shareholders of the ICD are the IDB (50%), 53 Islamic countries (30%) and five public financial institutions (20%).

ICD mandate and objectives

The ICD fosters sustainable economic growth in its 53 member countries by:

  • Financing private sector investment
  • Mobilizing capital in the international financial markets, and
  • Providing advisory services to business and governments.

The ICD selects the financing projects based on their contribution to economic development considering factors such as job creation, Islamic finance development, contribution to exports, etc. The ICD also provides advisory services to governments and private sector groups on policies designed to encourage the establishment, expansion and modernization of private enterprises, the development of capital markets, best management practices and to enhance the role of the market economy. The ICD operates to complement the activities of the IDB in member countries.

The ICD is rated ‘AA/FQ’ by Fitch Ratings, ‘Aa3/P-1’ by Moody’s Investors Service and ‘A+’ by Standard & Poor’s.

Established 26 years ago in 1994 as a multilateral institution and a member of the Islamic Development Bank Group, the Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC) was tasked to promote cross-border trade and foreign direct investments in its member countries.

Kenya has circled back to Islamic finance, with Tr Kenya has circled back to Islamic finance, with Treasury Cabinet Secretary John Mbadi Ng’ongo revealing that the government is considering the introduction of Sukuk as part of efforts to diversify funding sources and tap into liquidity from global Shariah compliant capital markets.

In his presentation of the 2026/27 Budget to the National Assembly on the 11th June 2026, John said the government is evaluating the use of Sukuk instruments. “These Shariah compliant securities, which are structured on asset-backed or asset-based principles, will enable the government to access liquidity from Islamic finance markets.”

The State Bank of Pakistan (SBP) has eased require The State Bank of Pakistan (SBP) has eased requirements for Islamic banking windows (IBWs), allowing conventional banks and microfinance banks (MFBs) to establish Islamic windows within branches that are undergoing conversion to Shariah compliant banking without prior regulatory approval.

The move updates instructions previously issued under Circular No 02 of 2020 and comes as Pakistan continues to transition its banking system toward full Shariah compliance in line with the Federal Shariat Court’s 2027 deadline.
