Managing regulatory compliance risk is a complex, hands-on role, and one that influences the smooth running of business operations, or otherwise. Compliance managers are often called upon to act as internal consultants, advising product managers, C-suite and boards of directors. Room for error is minimal, meaning compliance managers must be well informed of the latest regulatory developments, as well as current market practice.

Dr Syed Adam Alhabshi
Partner, Raja, Darryl & Loh

Dr Syed heads the firm’s Islamic Finance Practice Group. He holds a Ph. D in Islamic Finance from the International Centre for Islamic Finance Education (INCEIF) (2016). He also holds a Chartered Islamic Finance Professional (CIFP) from INCEIF (2011), and read law at the International Islamic University of Malaysia (IIUM) (2006). Professionally, he is qualified as a Fellow Chartered Professional in Islamic Finance (CPIF). Dr. Syed Adam is also an EXCO Member for (2024-2025) and an Associate Member of the Association of Shariah Advisors in Islamic Finance Malaysia (ASAS). He previously served as the Honorary Secretary and a Grand Council Member of the Chartered Institute of Islamic Finance (CIIF) (2015-2023). He currently sits as a Shariah Committee member of Bank Simpanan Nasional (BSN) and is the Co-Chairperson of the Islamic Finance Committee of Bar Council Malaysia.

September has got off to a strong start for dollar September has got off to a strong start for dollar-denominated Sukuk, with issuance in the first week already matching the combined total raised in July and August.

Four benchmark Sukuk have been printed so far this month: the Islamic Development Bank (IsDB)’s US$1.5 billion offering, its second in 2026; Arab National Bank’s US$750 million Additional Tier 1 Sukuk; Kuwait International Bank’s (KIB) unsecured US$500 million paper; and the Saudi government’s US$3.25 billion Sukuk. The dollar pipeline is looking promising with alrajhi bank preparing to tap the market with a Tier 2 social Sukuk.

The Saudi government issuance is notable given that Fitch Ratings had said in July that it was not anticipating any new public external US dollar sovereign Sukuk in the second half of 2026, after Saudi Arabia concluded its funding plan. Malaysia’s US$1.5 billion return to the dollar Sukuk market in July was similarly notable, coming after a five-year hiatus.
